This simple website was developed to help Homeowners of Texas
convince lawmakers to abolish the TRCC
(Texas Residential Construction Commission). While the HOT
website was designed for consumers, this one was designed for legislators
and their staffs to convey the deception in a bill designed to extend the life
of an abusive agency that the homebuilding industry had put in place to regulate
themselves and shield them from accountability and lawsuits from homeowners.
Home builder lobbyists swarmed the Capitol for weeks, spent millions, and did all they could to save the agency they created. Our year-old non-profit consumer group prevailed in the end, however, and the Texas legislature voted to abolish the controversial Texas Residential Construction Commission. We accomplished in our first year what no other Texas consumer group was able to do in 20 -- take on the homebuilder's lobby and win important new consumer protections.
As with
Homeowners of Texas.org, I used XSitePro II as the development tool. The
website design is intentionally simple, with links to portions of current law,
the proposed bill and its bill analysis, our legislative flyers, public
testimony, reports from two state agencies that were critical of the TRCC, an
important story from National Public Radio, and our extensive analysis of the
TRCC Sunset Bill (HB-2295). We used these materials to communicate the
misrepresentations and convince lawmakers to abolish the abusive TRCC.
